What information is required for the purpose of an application for review of procurement proceedings?

In order for one to successful lodge an application for review of procurement proceedings by review panel in terms of section 74 of the Public Procurement and Disposal of Public Assets Act [Chapter 22:23] it is important for a bidder to annex the appropriate information.

In terms of section 56 Public Procurement and Disposal of Public Assets (General) Regulations 2018, an application for review of procurement proceedings should be made to the Public Procurement Regulatory Authority of Zimbabwe (PRAZ).

With regards to applications for the review of procurement proceedings PRAZ acts as Secretariat and is responsible for providing secretarial services to every review panel and carrying out the day to day functions associated with organizing reviews of procurement proceedings. Thus, an application for review of procurement proceedings is made by a bidder (the applicant) to the Secretariat by submitting the following documents:

  • A completed application for review in the appropriate form;
  • Copies of any documentary evidence the applicant relies on in support of the claim set out in the review form; and
  • Where the application is made by an agent of the applicant, an appropriate Power of Attorney.

Upon receipt of the application for review by an applicant the Secretariat will immediately record it in a Register of Reviews and assign the application a case reference number.
